I have recently installed a plug-in toolbar to Microsoft Outlook 2003, which I only want to be able to view at certain times. Whenever I start Outlook, the default selection is to view the toolbar. Go to the top bar and click on view, then toolbars.
There will be a tick by any toolbars selected. just uncheck to stop this.
New applications load with setting as a toolbar as default and you can switch them off if you wish.

My fault - I misunderstood your question.
If I have it right, you need to restore the original default Outlook settings ( i.e before the new installation)
